All drawings and their associated PDFs will maintain a "PRELIMINARY Not For
Construction" stamp across the signature areas of the title block, until the actual final
design submittal. The NAVFAC D-size borders have this block on the default title block
displayed on layer "G-ANNO-TTLB-PRLM". That layer shall be frozen at the time of
creating the final deliverables. Except at final submittal, provide the submittal phase,
such as "Prefinal" after the project title in the header and on the coversheet of the
specifications or the RFP.

Final Design or Final RFP Documents.
7-3.5.1
General.
Convert documents to the Adobe Acrobat Portable Document File (PDF) format directly

for file size limitations for the PDF solicitation files.
7-3.5.2
Format of Final Design Drawings.
Combine all drawings into a single PDF file to facilitate ease of use unless file size
requires a multi-file submission. The NAVFAC Signature Block (see Paragraph 7-3.7)
shall appear on the first sheet of the project and each drawing PDF file when there is a
multi-file submission. The signature block provides for a location for certain designer of
record signatures and NAVFAC internal signatures. Commander NAVFAC, NAVFAC
technical discipline, and client "Satisfactory-To" signatures will be noted in this signature
block. In additional, supplemental signature locations are provided for situations where
additional client or other agencies are required to sign the drawings. Where signature
locations are not used on a specific project, they should be marked "N/A", i.e. not
applicable. The electronic signatures used to sign this block will detect changes in the
content of the entire file. The signature block also provides tracking for multiple PDF file
submissions, through the "PDF File ____ of ____" block. By providing this information
in the signature block is clear to the end user whether they have all parts of the final
drawing submittal. Many projects will have a single drawing PDF file and this block
would be noted "PDF File 1 of 1." But as discussed in 7-3.5.2.1, it is sometimes
necessary to divide the drawing PDF file into several smaller files due to file size
restrictions. In that case, a cover sheet containing a NAVFAC Signature Block is
provided at the beginning of each PDF file. The same PDF cover sheet can be utilized
for each file, and the "PDF File ___ of ____" data can be input using Adobe Acrobat
prior to signature.
PDF files shall be bookmarked and visual "thumbnails" created. Create a bookmark for
the beginning of each drawing discipline. Create a sub-bookmark for individual drawing
sheets. Bookmark wording shall be as descriptive as practical (i.e., S-101 Foundation
Plan). When complete, the files shall open to the "bookmarks" view as the default view
with the drawing sheets visible in "fit to page" magnification. Before submission to
30
