Extra resources are required to handle and manage a resale operation. Recovered
materials need to be stored and if no space is available, renting storage space will add
to the overall cost. The government can benefit if the recovered material can be utilized
for another project, thus avoiding costs elsewhere. For example, concrete can be
crushed and reused on-site as fill material. This saves money by avoiding the hauling
and dumping charges as well as the cost of the new material.
Recovering materials not only keeps them from filling up the landfills, but also
