(2) Potential problems that could eventually af-
fect the performance of the structure are best deter-
mined during the predesign and preliminary design
phases when compromises can be made between the
structural, architectural, mechanical, and other as-
pects of the design without disrupting the design proc-
ess. Changes during the detailed design phase or dur-
ing construction will probably delay construction and
pose economic disadvantages.
